Professor Francis Unveils New Book on Governance Challenges in Sierra Leone

Former Chief Minister David J. Francis has on Tuesday, 10th March 2026, officially launched his new book titled “Governing a Poor Country: Perspectives from former Chief Minister of Sierra Leone” at the Centre of Excellence, Institute of Public Administration and Management campus, A. J. Momoh Street in Freetown.

The launch attracted academics, government officials, students and members of the public who gathered to witness the unveiling of a publication that reflects on governance, leadership and the challenges of managing a developing nation.

In his address, Professor Francis said the book aims to help readers understand the realities of governing l a country like Sierra Leone. He explained that the publication discusses the challenges leaders face while trying to transform a country that has abundant resources but still struggles with poverty.

He noted that the book also documents his experience while serving as Chief Minister, a role responsible for coordinating the work of government ministries and supporting the implementation of national policies.

Professor Francis said many citizens often do not fully understand the complex responsibilities involved in managing government institutions. He explained that his book attempts to shed light on what happens behind the scenes in governance and the difficult decisions leaders must make.

He also clarified public debates surrounding the role of the Chief Minister, noting that the responsibilities of the office are different from those of the Vice President and are clearly defined within the country’s governance structure.

The author further encouraged public officials and national leaders to write about their experiences in public service.

According to him, documenting such experiences helps build the country’s political and governance history and allows future generations to learn from past leadership.

Participants at the event described the book as an important contribution to national discussions about governance, leadership and development in Sierra Leone. Many said the publication will help students, policymakers and citizens better understand the challenges and responsibilities involved in running a nation.

Deputy Vice Chancellor and Principal of IPAM, Ezekiel Duramany Larkoh, served as Chairman of the occasion. In his welcome remarks, he said the university was pleased to host such an important academic and national event. He described the gathering as historic for the institution and thanked participants for attending the programme at the IPAM campus.

According to him, universities play an important role in promoting discussions on governance and national development.

He said bringing together scholars, public officials and students creates an opportunity for learning and reflection on issues affecting the country.

The book was reviewed by renowned historian and academic Joe A. D. Alie, who said the publication addresses a critical question about why Sierra Leone continues to face poverty despite its natural wealth.

He noted that, the country has abundant natural resources, fertile land and hardworking people, yet development challenges remain.

Professor Alie said the book stands out because it is written by someone who has experienced in both academia and in governance.

He explained that the publication encourages readers to look beyond political debates and focus on the deeper reasons behind the country’s economic struggles.

He added that the book combines personal reflections with discussions about governance systems, institutions and decision-making processes. According to him, it gives readers a clearer understanding of how government works and what needs to be improved to support national development.

The historian also pointed out that the book offers valuable insight for students and young leaders. He said it reminds future leaders that leadership is not only about holding power but about serving the country with responsibility, integrity and dignity.

Deputy Minister of Mines and Mineral Resources, Umaru Napoleon Koroma, expressed happiness to accompany the former Chief Minister to the book launch and commended the effort to contribute to national discussions through academic work.

Emphasizing on the timely of the publication, he explained that although Sierra Leone has valuable resources beneath the ground, developing those resources requires significant financial investment because the country often lacks such capital, and it only relies on foreign companies to help extract and develop mineral resources.

Minister of Labour and Social Security, Mohamed Rahman Swarray, said he felt honoured to attend the launch because the author had both mentored him and served as a leader he worked under in government.

Swarray described the book as an inspiring publication that will influence many people in public service. He revealed that he had already finished reading the book and intends to provide a full review for the public.

He encouraged everyone present to buy and read the book, noting that it presents issues of governance clearly and honestly. According to him, the publication avoids personal attacks and instead focuses on explaining how government works and the responsibilities of those who serve in public office.

The Labour Minister added that the book would serve as a useful guide for newly appointed government officials. He said it provides insight into how leaders should approach their responsibilities with commitment and a sense of duty to the nation.
