U.S. Government Approves $480 Million MCC Compact for Sierra Leone

The Government of Sierra Leone has welcomed the formal approval of a $480 million Millennium Challenge Corporation (MCC) Compact by the United States Government, a significant milestone that positions the West African country for long-term energy sector transformation and stronger economic ties with the U.S.

The MCC Compact, signed in September 2024, is geared toward modernizing Sierra Leone’s energy infrastructure, with plans to expand the national power grid, improve electricity distribution, and enhance the capacity of institutions managing the sector. The Government of Sierra Leone will contribute an additional $14.2 million to the program. With access to reliable electricity remaining one of the major barriers to economic growth, the compact aims to unlock new opportunities for investment, job creation, and trade.

Sierra Leone is one of only 12 countries globally and one of just five in Africa selected for this latest round of MCC funding. The decision underscores growing confidence in Sierra Leone’s governance, economic reforms, and commitment to results-based development. The compact also represents a strengthening of U.S.–Sierra Leone relations, offering a platform for deepening bilateral cooperation and encouraging investor confidence.

President Julius Maada Bio’s leadership has been credited for Sierra Leone’s eligibility for the compact, with his administration focusing on economic management, transparency, and international partnerships. The Ministry of Information and Civic Education noted that the U.S. decision follows a thorough review of U.S. foreign assistance priorities and reflects Sierra Leone’s status as a reliable partner in promoting mutual economic and trade interests.

The Millennium Challenge Corporation (MCC) is a U.S. government foreign aid agency established by Congress in 2004 with the mission to reduce global poverty through economic growth. Unlike traditional aid models, the MCC provides large-scale grants to countries that demonstrate a commitment to democratic governance, economic freedom, and investment in their people. Eligibility is determined by performance on key governance indicators, and funding is provided in the form of multi year compacts or smaller threshold programs. The MCC Compact is considered one of the most rigorous and impactful development programs in U.S. foreign assistance. Its emphasis on measurable outcomes and accountability has earned it bipartisan support in Washington and credibility worldwide. The compact process involves extensive planning, sector assessments, and public consultation to ensure that projects are both economically viable and socially inclusive.

Sierra Leone’s road to MCC eligibility has not been without challenges. In 2013, the country received a $44.4 million MCC Threshold Program aimed at improving electricity access and combating corruption. However, progress was stifled by issues of poor governance and transparency, which prevented the country from moving forward to compact eligibility at the time. Several MCC scorecards during that period showed Sierra Leone failing in critical areas such as control of corruption and government effectiveness, limiting access to full compact assistance.

In recent years, Sierra Leone has turned the tide. Since 2018, under President Bio’s leadership, the country has consistently passed the MCC Scorecard, including key indicators such as democratic rights, fiscal policy, and anti-corruption efforts. The MCC Board of Directors acknowledged these improvements in late 2023 when it selected Sierra Leone to develop a compact. The successful approval in July 2025 is a reflection of the country’s sustained progress and growing international reputation for reform minded governance.

The Government of Sierra Leone has expressed enthusiasm about entering the implementation phase of the compact and reaffirmed its commitment to deepening commercial and investment relations with the United States.
